OTTAWA (CBC) – Most renters in Canada don’t buy insurance to protect their belongings from disasters such as the fire that destroyed an apartment building in Ottawa’s Glebe neighbourhood this week.

On Tuesday morning, the leaning, collapsing remnants of the building’s interior walls still teetered atop a pile of debris on Glebe Avenue. Jumbled amid the wood, brick and drywall were the remains of most of the possessions owned by tenants of the 18-unit building.

According to Statistics Canada, fewer than half of renters spent money on tenants insurance in 2008. In contrast, 97 per cent of homeowners insured their properties that year.

Adam Gallero lost the apartment he had lived in for two years and everything inside it as a result of Monday’s fire.

“You know, as a young renter you don’t think about those things,” Gallero said. “But losing everything you have losing your memories and your dreams I know they’re just material, but it’s like losing your world. It feels like you’re starting over again and that’s really hard.”

Steve Dinning had just moved into a corner apartment in the Glebe building when it went up in flames Monday afternoon. That evening, he watched grimly, drinking coffee, as firefighters fought the blaze.

When asked if he had any insurance, he responded, “No, it was on my list of things to do.”

Dennis Prouse, a spokesman for the Insurance Bureau of Canada, said tenants aren’t required to have insurance. However, they can purchase it for about $20 to $30 a month.

Statistics Canada says tenant households that bought insurance spent an average of $309 on it last year less than half the amount spent by those who owned their homes.

According to Statistics Canada, 4.4 million households in Canada, or about 34 per cent, rent their homes.

While it may seem obvious, shopping around for insurance can save you a
fortune. Never just accept the renewal quote you are offered as it is always
worth getting quotes from rival insurers.

But keep in mind that the cheapest policy may not be the most appropriate as
the level of cover will vary. To cut costs even further, secure your home by
fitting locks on doors and windows or sign up to your local Neighbourhood
Watch scheme.

If you live in an area where there is a high incidence of burglary, then
joining a scheme could knock about 5pc off the cost of premiums.

Also, it is worth increasing your excess as most policies include a voluntary
and/or compulsory excess charge (the amount you pay before the insurer will
pay out in the event of a claim). If you are prepared to increase this
slightly, you can get a reduced premium.

Another easy way to reduce costs is to pay your premium upfront. Do not be
tempted to pay for any type of insurance monthly because it appears to be
cheaper or more manageable. It is not, as you will be charged interest,
which can be as high as 24pc a year.

Texas motorists have a new tool to obtain state-required auto insurance, a state agency spokesman said Tuesday.

Jerry Hagins, spokesman for the Texas Department of Insurance, said motorists can visit helpin

sure.com to find companies with the lowest insurance premiums for them.

“If anyone is realizing that they need car insurance, it’s a great place to shop,” Hagins said. “You enter in your ZIP code, and it will bring up the top insurers in your area with some sample prices. It also works for home insurance.”

Hagins’ announcement comes three weeks after the Texas Department of Insurance released numbers from a year-old statewide database that compares uninsured vehicles county by county.

Gregg County ranked tops in East Texas in the percentage of uninsured vehicles. According to the database, one in four of Gregg County’s 124,459 registered vehicles is not insured.

“It’s a database of vehicles, so it’s not a people database,” Hagins said. “Whether you’re an illegal citizen or someone who just entered the state, if you have a registered car with an insurance policy, you could be in the database.”

Gregg County’s 25.04 percent exceeds the state average of 22.16 percent. Among 33 Texas counties with at least 100,000 residents, only Cameron, Dallas, Ector, Midland, Hidalgo, Potter and Webb counties have higher percentages of uninsured motorists than Gregg.

“There could be valid reasons why the vehicle doesn’t have insurance,” Hagins said. “Some people may not have insurance on that registered vehicle, but this is a strong indication that they probably should have it.”

Because the database is new, state officials have no hard numbers from past years to determine whether more uninsured motorists are on the roads, he said.

“Hopefully, we’ll be getting better and not worse,” Hagins said.

Happy asked:

I’m in the process of buying a foreclosure home (Saratoga,CA, can’t transfer the insurance since it has already lapsed) that has a detached unpermitted cottage (2 bedrooms, kitchen, bathroom and living room total of 900 sq ft), the main home also has a unpermitted converted garage that is used as a in law quarter (separate entrance and full bathroom), it also has a unpermitted sun room too. I really love the home and tried looking for home insurance but it looks like no one will insure me. Is there anyway I can get insured for this property without having to lie about these unpermitted additions to the insurance company? Any advice would be appreciated and any suggestions which insurance company would insure me for a reasonable price. Thank you in advance.
